Samenwerkingsverband (WVO 2020)

Also known as samenwerkingsverband passend onderwijs VO, partnership for inclusive education (secondary)

What is a samenwerkingsverband under the Wet voortgezet onderwijs 2020?

The same idea, a different set of schools

Secondary education has its own samenwerkingsverbanden, defined in the Wet voortgezet onderwijs 2020. The aim in Article 2.47(2) is worded exactly as in primary education: a coherent set of support provisions so that pupils can develop without interruption and those who need extra support get as suitable a place in education as possible.

The difference lies in who is in. The secondary partnership covers all locations of secondary schools in its area, together with schools for voortgezet speciaal onderwijs where they provide voortgezet speciaal onderwijs in cluster 3 or 4. The primary version in the Wet op het primair onderwijs covers primary schools and special schools for speciaal onderwijs in clusters 3 and 4. Primary and secondary education therefore have separate partnerships, each with its own area, and a pupil moving from the last year of primary school to secondary school moves between them.

The Article 1.1 definition refers to "2.47, achttiende lid" for the national samenwerkingsverband, without the word "artikel". We quote it as the act reads.

For information security and privacy, the point is the same as in primary education. The partnership receives data about pupils' support needs from several school boards, and the transition from primary to secondary school is a moment when such data travel between organisations. Who may receive what, and under which GDPR role, is for each board and partnership to settle; Kennisnet's begrippenlijst for the Normenkader IBP includes the samenwerkingsverband because it is one of the parties in that chain.
