Training and yearly upkeep

An incassomedewerker needs training of at least level 3 of the European Qualifications Framework (Besluit kwaliteit incassodienstverlening, Article 2.2(1)). Every year the incassomedewerker takes one or more courses to keep knowledge and skills current, and attends a meeting on the social norms of collection work (Article 2.2(3)). Someone who has done collection work for less than six months is exempt from the yearly requirement (Article 2.2(4)).

What an incassomedewerker must know

The Regeling kwaliteit incassodienstverlening spells out the knowledge (Article 2(1)): the quality rules of the Wki and the Besluit; personal data and special categories of personal data; how out-of-court collection costs and statutory interest are calculated; municipal debt assistance and the debt restructuring scheme; collecting through the courts; limitation periods and how to interrupt them; and the limitation period for claims from a consumer sale. Added to that are conversation techniques, at least listening, summarising and asking further questions, and communicating in Dutch at level B1, adjusted to the person on the other end (Article 2(3)). The explanatory note expects an incassomedewerker to recognise which law a debtor's question touches and to refer harder questions to an operational leader.

Screening and the relaxed policy

An incassomedewerker who deals with debtors or creditors hands over a verklaring omtrent het gedrag no older than three months before starting (Article 12(1) Wki). The training requirement is the part the government relaxed. On 28 March 2025 the State Secretary announced a temporary, more lenient policy (Kamerstuk 35 733, nr. 18). As at 29 June 2026 it still covered staff active before 1 April 2024, did not cover trainees, and no decision on the diploma requirement had been taken (Kamerstuk 35 733, nr. 19).
