Useful floor area

Also known as bruikbare vloeroppervlakte

What does "Useful floor area" mean under EPBD IV?

The area of the floor of a building needed as parameter to quantify specific conditions of use that are expressed per unit of floor area and for the application of the simplifications and the zoning and allocation or re-allocation rules

The m² behind the size thresholds

Useful floor area is a calculation parameter. The definition ties it to the energy performance method: it is the floor area needed to express conditions of use per unit of floor area, and to apply the simplifications, zoning and allocation rules of that method. The Directive does not prescribe a measuring standard.

Its practical weight comes from the thresholds set against it. Solar duties in Article 10(3) start at 250 m² for new public and non-residential buildings, at 2,000, 750 and 250 m² in steps for existing public buildings, and at 500 m² for existing non-residential buildings undergoing major renovation or certain other works. The life-cycle GWP must be disclosed from 1 January 2028 for new buildings with a useful floor area larger than 1,000 m² (Article 7(2)). Member States may exempt stand-alone buildings below 50 m² from minimum requirements (Article 5) and minimum energy performance standards (Article 9(6)).

A related term, reference floor area in point (52), is the sum of the useful floor areas of the spaces inside the building envelope used for the energy performance assessment.

The Dutch text of the Directive uses bruikbare vloeroppervlakte. The Bbl, however, applies the thresholds to gebruiksoppervlakte, a measure from Dutch building law. Staatsblad 2026, 103 sets the solar duty for existing public-body buildings at a gebruiksoppervlakte of more than 2,000 m².

Regulations

  • Energy Performance of Buildings Directive (EPBD IV)

EPBD IV is Directive (EU) 2024/1275, the recast Energy Performance of Buildings Directive. The Netherlands put its first tranche into force on 29 May 2026 (Stb. 2026, 103), with duties staged to 2033: recharging points in existing car parks from 1 January 2027, solar and lighting control from 1 January 2028. Energy label D by 2030 is still a proposal.
