Technical building system

Also known as technisch bouwsysteem

What does "Technical building system" mean under EPBD IV?

Technical equipment of a building or building unit for space heating, space cooling, ventilation, domestic hot water, built-in lighting, building automation and control, on-site renewable energy generation and energy storage, or a combination thereof, including those systems using energy from renewable sources

Everything installed that uses or makes energy

The definition is a list of functions, not of products. Equipment counts as a technical building system when it serves space heating, space cooling, ventilation, domestic hot water, built-in lighting, building automation and control, on-site renewable generation or energy storage, alone or in combination. Built-in lighting is in; a desk lamp is not. Solar panels and batteries on site are in, which ties the term to the solar duties in Article 10.

The term carries a lot of weight in the rest of the Directive. Article 13 is headed technical building systems and sets system requirements for their installation, dimensioning and control when they are installed, replaced or upgraded. Article 13(6) requires an assessment of the overall energy performance of the altered part whenever a technical building system is installed. The definition of building element in point (17) includes technical building systems alongside the building envelope, and the definition of major renovation in point (22)(a) counts the cost of work on them.

Article 2, point (23), defines operational greenhouse gas emissions by reference to the energy consumption of the technical building systems during the use of the building, so the term also decides what counts towards the zero-emission threshold.

The Dutch Bbl uses the matching term technische bouwsystemen, and the building automation and control system that Article 13(9) requires is itself one of the functions on the list.

Regulations

  • Energy Performance of Buildings Directive (EPBD IV)

EPBD IV is Directive (EU) 2024/1275, the recast Energy Performance of Buildings Directive. The Netherlands put its first tranche into force on 29 May 2026 (Stb. 2026, 103), with duties staged to 2033: recharging points in existing car parks from 1 January 2027, solar and lighting control from 1 January 2028. Energy label D by 2030 is still a proposal.
