Dated changes in EU and Dutch regulation: what moved, on which date, and which page on this site carries the detail.

- [PSD3 and the Payment Services Regulation are not in the Official Journal yet](https://gencompl.ai/news/psd3-psr-official-journal-status): No. The texts were agreed in November 2025 and the final compromise was confirmed in April 2026, but formal adoption is still pending and the Parliament's plenary vote is indicatively set for 14 December 2026. The clock for the new rules starts only on entry into force.
- [Dutch pay transparency law set to miss 1 January 2027](https://gencompl.ai/news/pay-transparency-law-misses-1-january-2027): The government still aims for 1 January 2027, but the Tweede Kamer has not debated bill 36949 and the Eerste Kamer still has to follow. Employers should not plan on that date, and should not wait for it either: the EU deadline passed on 7 June 2026.
- [Dutch consumer credit bill passes the Tweede Kamer, but 20 November looks out of reach](https://gencompl.ai/news/ccd2-netherlands-tweede-kamer-passes-bill): The Tweede Kamer adopted bill 36924 on 6 October 2026. The Eerste Kamer has not scheduled a vote, and the Act takes effect on a date set by royal decree, so a start on 20 November 2026 is unlikely. Credit providers and BNPL firms should plan on a later Dutch date.
