## Defined in / by

- [EPBD IV (32024L1275)](https://gencompl.ai/regulations/epbd), Article 2, point (64)

Last updated: 14 October 2026.

## Counted per bicycle

The definition is short: a designated space for parking at least one bicycle. Designated means marked or set aside for the purpose; a wall where people happen to leave bicycles does not count.

Article 14 turns it into a ratio. New non-residential buildings with more than five car parking spaces, and those undergoing major renovation, must provide bicycle parking spaces for at least 15 % of the average or 10 % of the total user capacity of the building, with room also for bicycles larger than standard (Article 14(1)). Existing non-residential buildings with more than 20 car parking spaces must meet the same ratio by 1 January 2027 (Article 14(2)). New residential buildings with more than three car parking spaces, and those undergoing major renovation, need at least two bicycle parking spaces for every residential building unit (Article 14(4)). Member States may adjust the numbers for categories of non-residential buildings not typically accessed by bicycle (Article 14(3)).

The Netherlands chose a different route for non-residential buildings. Staatsblad 2026, 103 puts no bicycle parking requirement for new non-residential buildings in the Bbl. Instead, a new instruction rule in the Bkl, Article 5.131b, requires municipalities to set a minimum number of bicycle parking spaces in the omgevingsplan where it allows new non-residential construction with at least five car parking spaces. The explanatory note states that because there is no new-build requirement in the Bbl, there is none for existing buildings either. For new homes, Articles 4.171 to 4.173 of the Bbl already require a lockable storage space for bicycles.

> **What we could not establish**
>
> Because the Dutch rule runs through each omgevingsplan, the number of bicycle parking spaces a new office needs depends on the municipality, within the 15 % or 10 % floor. This entry fixes the term. It does not decide whether the term catches your institution; counsel decides that.

## Questions and answers

### How many bicycle parking spaces does a new office need under EPBD IV?

At least 15 % of the average or 10 % of the total user capacity of the building, if it has more than five car parking spaces (Article 14(1)). In the Netherlands the municipality sets the number in the omgevingsplan under Article 5.131b Bkl.

### Do existing Dutch offices have to add bicycle parking?

Not under the Bbl. Staatsblad 2026, 103 puts no bicycle parking requirement for existing buildings in the Bbl, although Article 14(2) of EPBD IV sets one for non-residential buildings with more than 20 car parking spaces.
